I am planning on grafting (2) Specialized steel framed hybrids into a tandem and wanted some more stopping force then the cantis that are on there now. Can one put disc brakes on a frame that dosen't come with mounts for it? Are there hardware or mounts that one could braze or attach to the frame to allow that?

You'd probably be better off just buying a tandem fork with disc brake mounts. Tandems put a lot of extra stress on a fork as does a disc brake. Combining the two without reinforcing a standard fork could lead to disatrous results.
