I picked up an old LeMond frame for $20 in pretty decent condition at a local yard sale and wanted to build a fixie. I noticed that it had a vertical dropout after i read up on Sheldon Brown's fixie link. and wished i never picked up this frame.
but anyways, i came here to ask the guru's themselves... would it be possible to build a decent yet cheap fixie with this?
thanks in adanvce.

Sell it on CL and buy something with horizontal dropouts or trackends. I'm sure you can easily make 100%-200% profit if it's really in decent condition.

Those aren't vertical dropouts, they are just short. That frame will work fine, especially with a halflink. You just probably won't have enough adjustment to do a flip flop with different sized cogs.
Build it up and have fun on your new bike.
