Or more precisely, the cable running from hub to light. How often (if at all) does some clown decide to cut the cord? Or am I just being paranoid?

I ask because I'm considering putting this poor '06 Bianchi Castro Valley (new at the LBS) out of it's misery. Unknown of the hub (Shimano) model, but the light is the LP-R600.

Doesn't seem likely. They'd probably snip your brake cable instead.

This would be an extremely unlikely form of vandalism. Most people have wheels bent, seats/tires slashed or various components stolen. You are being really paranoid, you have a better chance of getting hit by lightning 30 times in a row than the wire getting cut.
