I have been trying to get a review of the bike. I can't find anything on it. Is it a good bike?
What are your needs? Are you going to use the bike just for casual riding? If so, the Citizen line of bikes is probably fine.

Yes, casual riding. I like the advertised weight of 23 lbs. It looks like a really good bike.
Even at their low price, Citizen bikes are grossly overpriced. Only pay $100 (steel) to 150 (AL) for one, not $200 -275.
They weight much more than they claim, such as 30 - 36 lbs actual.
Get a Downtube for maybe 10% more. You will have a $500 bike for only $300.
I think it's unfair to say that about the Citizen bikes. Very few of us have actual experience with them, and that's why you don't see much in the way of reviews. I think for casual riding, the Citizen bikes are probably fine. If money is tight, I don't see a reason not to buy one.
That said, BB49's advice on the Downtube line of bikes is good. They have been favorably reviewed in these forums time and time again.
