I am pretty much a novice when it comes to working on bikes. I am pretty handy at mechanical things, but have not tackled bikes much. That being said, I just bought an old Peugeot 21 speed from a thrift shop. It is in very good shape except the front derailer. It is stuck in the lowest ring and I cannot get the chain to stay on the second ring when I shift. I have tried adjust the screws on the deraile, but I an doing nothing to get the derailer to shift and stay. Any help here?

What you're describing is usually a problem with the shifter, not the derailleur. Can you find any kind of lettering or manufacturer on the shifter and derailleur? It would help figure out where to direct you. Pictures are even better.

Reach down and grab the cable for the front derailleur and give it a firm pull. If the derailleur moves to the large ring you've probably got a shifter problem. If not, you either got a der problem or you've adjusted it so that it can't move up. Check out Park Tool's website (http://parktool.com/) and use their repair help section to find info on derailleur and shifter repair and alignment. It's a great tool they've put together for DIY'ers like us.
