I recently built up a pair of Open Pros for my commuting/touring bike. I am happy to run 700x23 for commuting, but would like a wider, more knobby tire for touring. The Open Pro's have recomended widths up to 28, but I found a pair of tires that would be perfect excepting that they're 30's.
So the question is: how advisable is it to mount a 30 on that rim? I mean, it's 2 mm for crying out loud. Are those 2 mm's going to be the straw that breaks the cammel's back?
I've been using 30mm tires on an Open Pro wheel for a year and a half with no problems.

If your frame/fork will clear the wider tires, you will have no problems with the rims. Open Pros are commonly used on Cyclocross bikes using 700x35 tires.
