The laptop video sounds like pure bluff to me. If he had all the details he says and the data was as important as he says then the thief would have been caught already. Companies with 1oo million invested in something would hire investigators to get that computer back. He says there are 2 witnesses, a partial image and knows the locations where the laptop has been used.

Maybe instead of footage, he should have invested in a laptop capable of BitLocker and Lojack for Laptops to remotely erase the laptop's sensitive stuff.
