Oxalic acid, do a search on it, as there are dozens of threads on this topic already.

Dremel with wire-brush works great for small spots and hard-to-get-at spots.

For chrome I always use the scratchy side of a sponge. The rust flies right off.

I would substitute Scotchbrite pads for the steel wool, much easier on the hands. They also work great for cleaning rim brake surfaces, jam a chunk between brake pads and rim, rotate the wheel a few times by hand.

I’ve had good success with bronze wool or brass brushes, or if part can be soaked then citric acid has worked.
Would suggest searches at: http://www3.schwinnbike.com/usa/eng/forums/forumdisplay.php?f=5
For painted metal, common Chlorine bleach -- liquid pool chlorine is stronger but the same chemical.
For bare or Chrome metal, use rust remover.
