Bicycle Mechanics - Is this bike OK for a recessed nut?

Bikeforums.net is a forum about nothing but bikes. It's an older Norco "Victory" that I'm building up that I assumed had standard 80s brake specs (47-57mm reach, bolted on single pivot brakes) but the reach is ~43mm.
I measured the rear brake bridge: front hole-6mm, rear hole-8mm, length from contact to contact-15mm.
It didn't come with a fork and I am waiting for my ebay prize to come (why doesn't anybody make a threaded 1" fork with a steerer tube longer than 200cm?)
It sounds like recessed to me, but I just want to be sure. Thanks for your replies

8mm is pretty much spot on to 5/16 which is what everyone says to use for drilling. So I'd say that you lucked out and used up all your Lotto Luck on this frame. You won't win the next $7M but at least you can use modern brakes on your project.... :D A short reach type brake nut will work just fine. Or a long reach one treated to a hacksaw to make it toe the line.
And it sounds like racing bike reach calipers will do the job as well.
Being a Victory instead of "just" a Monterey SL like my own Norco road bike I gather you've got yourself a nice racing frame. What's the tubing sticker say?

The tubing is "Tange 900". Not their best, but not too shabby. The bike is, sadly, not for me, but for a friend. He's a good enough friend to get my Ovaltech chainrings and 600 derailleurs/shifter/brake levers as well. I predict empty nest syndrome when he rides away with it.

N+1 is setting up to rear its ugly head once again.... :D
My own Norvo SS is Tange 5. Straight guage CrMo from what I've found. But it sure rides well and efficently.

Ha. It just so happens my roommates won't let me start restoring a '52 Raleigh Sports 'till this one is done, plus tuning up my beater when it comes back on loan, plus maintaining my Lemond, plus that Cramerotti I've got my eye on... IT'S A SICKNESS PEOPLE!!!
