Howdy- i have a tube that says 1.95, but the tire says 1.90. can i use the tube, or does it have to be exact.

If the tube fits, inflate it.
Close enough to be a non issue.

You would be amazed at how "off" the tube size can be and still work. A 1.25 will work in a 2.25 tire in a pinch and the reverse is true if the tube has not been inflated before.
My mtb is now hooked to a trainer, I took off the 2.25 knobby and replaced it with a 1.25 smooth tire and reused the old tube with no problems so even in the reverse it's not an issue. In fact when we use to race a lot of guys used the narrowest tube they could get because it was a tad lighter than the "tube that fits the tire" was.
