You are only required to wear a helmet in NYC if you are under 14 years old.
Even then, I doubt it would be enforced.

Delivery guys, people who ride bikes commercially, are also required to wear helmets.
New Legislation Protects Delivery Workers Who Use Bikes (http://www.nytimes.com/2007/03/29/nyregion/29mayor.html?ex=1332907200&en=4174586a1c48e027&ei=5124&partner=permalink&exprod=permalink)
This is true - and that is not being enforced....it seems I saw guys wearing them at first but now it's back to square one. I really hope they also are forced to register their bikes - and they should have to provide a bill of sale or receipt with serial number - I guarantee you 90% of the bikes used by restaurants have been stolen.

Well there's the problem right there - I'm a leg man myself.
Oddly enough, the commercial helmet laws don't seem to apply to pedicabs. No idea if it's because they have three wheels or because Pedicab Regulations are still pending.

I'm in Washington Heights, just uptown from you. I've never seen the cops pay bicyclists any attention at all up here.
You'll see a prowler driving slowly on the greenway every so often, but it looks to me as though they're trying to keep us safe, not ding us for helmet stupidity.

Funny thought
I can not count how many times I see NYPD bike cops, whose helmets are securely fastened to the handle bar.
Besides presenting an extraordinarily unprofessional image, I now wonder if the city is going to have cops give tickets to cops who are not wearing their helmets !.
That would be so appropriate.

I never got the riding with the helmet on the handlebars thing. Cops are probably made to take them. But civilians? Use the helmet or leave it at home. It's a hazard swinging on the end of your bars.
