I'm looking at new handlebars and it struck me that I don't know what's meant by, and the purpose of, "single grooved" and "double grooved"....can't figure out if this is adds strength and rigidity to the bar or if it relates to Shimano or Campy shifters....?

Your last thought was correct. Single groove is for Shimano STI, and double is for Campy Ergo, since the shift and brake cables are under the tape.

Shimano-single groove, only the brake cables run under the bar tape
Campagnolo-double groove, both brake and shifter cables run under the bar tape

BONUS: You can now tell if a bike has Campy or Shimano from a distance!

As modern campy has dual acess for the brake cables you don´t have to buy a bar that hurts your hand with dual grooves but as most quality bars seem to be made in Italy.....

But can't you put Shimano on "doubled grooved" bars with a type of rubber shim?

Yes, and you don't need any kind of shim. The groove is for the cable not the shifter, and only runs aalong the part of the bar where the cable needs to go.
