The frameset is about $540 US (Frame, Fork, Headset) and the complete is about $1080 (w/stock parts):

My question is are the stock parts decent enough that it's a good value to go complete or should I get the frameset then build piece by piece. The list price for the complete is around what I want to spend when all is said and done for now. Its possible I will spend a bit more and build up a Blue TR250. Thanks for the help!
