Cyclocross - Mavic wheel/tire size recommendations?

I'm looking at a Mavic wheel that's 19mm wide I.D. According to Performancebike's sizing guide, that should be absolutely fine for a 700x35 tire. In fact, 35 should be in the "sweet spot" for that rim. But according to Mavic, it should take nothing narrower than a 700x38.
What's the deal? Is Mavic wrong? Or ultra-conservative? A 19mm wide wheel is only 4mm wider than a normal road wheel. And, according to Mavic, neither wheel would work for tires between 29 & 37 wide!
Does somebody sell a 17mm wide wheel or does somebody at Mavic hate 32, 34, and 35 width tires?

I'm a little confused by your numbers. ID is the inner width?

Yes. (Sorry about that.) It's still confusing (even if you don't call it ID) because Mavic's road racing wheels have a 19mm outer width but this wheel has a 19mm inner width.
Sheldon says a 35mm tire should be perfect for that rim!
Strange that Mavic would be the one to get it wrong. Is there a Mavic rep in the house?

Wheels built with Mavic 319 rims can take tire sizes 28-47mm. Which rim are talking about?

I'm not sure what model the rim is. Here are the specs from Mavic's website:
ETRTO size: 622x19c
Recommended tire sizes: 1.5 to 2.3
Tire: clincher
Was I mistaken in thinking this is a minimum tire width of 1.5 inches? (i.e., 38mm?) Maybe this is expressed in multiples of the rim width? That seems to make the most sense but, other than the fact that this is pretty close to the standard multiples, there is nothing to indicate that. If this is expressed in multiples of rim width, we're talking 28mm to 43mm. That makes a LOT more sense.
