Cyclocross - crank question

I have a set of sugino messenger arms that I want to convert into a cross set.
Can I simply attach a salsa inner and outer 38/48 and be set? or is there something I am missing?
It is between that and buying the sram S300 outright...
any opinions?

Might need longer chainring bolts.

Is that crank set up for 2 rings? I thought it was designed for a single ring.

Not exactly the question you asked, but...
You might ask yourself if 48 is really the best choice. Personally, I wouldn't be able to use the smaller half of my cassette in a cross race with a 48t ring. 46 or even 44 on the big ring gives me use of the entire cassette with the occasional drop to the small ring in super hilly or super muddy conditions.
