Not knowing where this lighthouse is, I'll take a wild guess: the occupant of the lighthouse uses the car to drive to the grocery store when the lake is frozen over. The rest of the time he uses the boat. He should use a bicycle, of course, but perhaps the car is more stable on the ice.
Not that it's relevant or anything... but:
I heard about a very nice lighthouse for sale for $1 a few years ago. The prospective owner was expected to maintain the historic building but not allowed to disturb the sea bird nesting areas on the island. The effect was that the owner was not allowed to visit the place between April and October, and was expected to do all necessary repairs to the lighthouse when the weather is at its most foul. What a deal.

Why? Because we're too far away to see that the SUV in question is absolutely loaded with essentials for long term stay with no visitors. If you ignore the ocean, how is this different than anyone else going to the grocery store in a stuff-carrying vehicle? This would be like provisioning a cabin in remote and hostile territory.
Unless that's not a ferry, in which case, Why? indeed...
the boat in the picture does not have a spot for a car on top and isn't big enough to hold one inside.
the car appears to be there for the purpose of schlepping large items from the boat, up a hill, over a distance of a couple hundred feet with about 30 feet of vertical rise to get there.
