I'm starting to see Lock 'n' Roll folders in Southern California (sellers on craigslist and/or Internet vendors) at ridiculously low prices. Anyone ridden a Lock 'n' Roll? Here's a link.

Maybe they're simply a private-label name for another brand ...

it looks nice. I also do wonder about the price. the design seems "interesting" and very city-like.

It seems to be a low level cheap bike at a cheap price. Actually a good deal for limited use. I do not know what they mean by 31 lbs net / 36 lbs gross, but 36 lbs sounds accurate for that bike.

Definitely a bike to get for someone considering a low quality overpriced Citizen bike for twice the cost.

Gross weight is generally the shipping weight with box and padding. Net weight is generally the actual weight of the bike.

That sounds right, but that bike is most likely heavier than 31 lbs. The price is right.
