Does anybody know what this spring steel wire might be coming out of the center tube of my Raleigh 20s fork?

The wire is used to keep the removable stem from becoming separated from the bike when folded. The Twenty has a quick release on the stem to allow removal when folding - this wire attaches to the stem (loop in wire is for a bolt I think) to allow you to adjust the stem or to pull stem just out of the steerer tube - in which case the wire serves as a "keeper wire".
Apparently your Twenty is not using this wire keeper - so I would just remove it and discard it.

thats the wire that holds the stem in situ.
its supposed to be on the brake spindle

its so when you fold the bars round they dont come out of the forks.
the clamp bolt at the top of the forks does hold the stem.
but this is just a safety measure.

you'll have to take the wheel, mudguard, brake and stem off.
then straighten the wires
then fit the stem in low, so the wire hangs out the forks.
then fit the brake spindle through the loop bit.
