I was wondering if my 04 haro x1 can handle a dc fork such as a jrt or slider.

This is just an educated guess, but the highest end 'extreme' bike they should only has a single crown fork on it. You can safely assume they aren't built to handle the unique stresses of a dc. That said, you should email them directly as every company has a different policy for different bikes about dual crown forks.
