Bicycle Mechanics - Campy Chorus D Skeleton Rear Brake

I just recently picked up a 2007 Bianchi C2C, the rear brakes seem to float for a lack of a better term. I can't seem to get the brake mount bolt to tighten like the front. This allows the brake pads to, as I said float, yet they do not appear to ever rub the rim while riding. Is this normal with this type of brake?

This is normal as long as the brake works when you try and use it.

thanks carpediemracing that seems to answer my question. This is my first campy bike and I found it kinda strange.
