I saw through searching some people had luck with fenders on a Kilo... but not much.

I haven't bought a Kilo yet, and the only other bike I would venture out of my price range might be a used Rob Roy... or at least a new one in a non-atrocious colorway.

Can anyone try to give me a better picture of how possible it would be for me to run 25mm gatorskins, a front break, and full fenders? Would I have to make major adjustments?

but, i feel like the people who've successfully run full fenders have had to modify them slightly (cutting them into different pieces sometimes) plus possibly run 23c instead of 25c tires. but, i'm not positive about that, there are some photos and posts floating around somewhere.

Have you seen the new Motobecane singlespeed cross bike on Bikesdirect.com? Kind of questionable as a cross bike, but it looks like it could be a fun bike with good clearance.

23mm tires + freddy fenders work fine with only minor modification.
pick a ratio that'll let you run you rear wheel near the ends of the dropouts.

I was able to get full fenders on my KHS (rebadged K TT). Rear mainly involved keeping the rear hub axle farther from the seattube (use a half life or full link if it's too close), front involved shaving down the fender a little bit, as well as the fork crown a tiny bit.

This year I think I'm just gonna opt for Race Blades and buy more waterproof stuff... if my roadie teammates can ride 60 miles in the rain with Race Blades then I don't see why I should sweat commuting around on them.

i am going to get some sks chromoplastics for my road commute-racer.

tight clearance will require some modding but it's easy if you know how to move your limbs.
