I've just received a Haluzak Leprechaun, which I bought sight unseen and of course untested. The Leprechaun (a SWB with USS) used to be known (while it was still being produced) as a good bike for short people to ride and, being if not exactly short then shortish, I thought it would be the right bent for me. Now that it has arrived and my LBS has assembled it, I find that with the boom adjusted to its shortest, I can just barely reach the pedals. The guys at the bike shop have suggested cutting the boom down a few inches, but they are I both are feeling just a little trepidation about this. It's not, after all, a reversible move. Can anybody offer an opinion about the wisdom of this idea?

You can cut it down. I have done that in the past. It is important to only cut a little at a time. You do not want to cut off any more than what is needed to fit you properly. You can always take more off, but you can not put it back on.
