What does this mean? Do I need to bring wheels if I want to get a spare? or are they given out to anyone? Thanks.
Wheels in, wheels out. Neutral at 10 sets. Please mark your wheels clearly.

'wheels in, wheels out' means you will only get a wheel for a flat if you have put one in. if not you're SOL

You provide the wheels that go in the wheel pit (or wheel truck - if it's a road race.)
Not sure what the "neutral at 10 sets means".
It's actually best to get those nylon wheel bags (1 for each wheel) and leave them pumped and ready in the bags unzipped. They're easier to find.
If you are sticking them in a wheel truck, they're easy to grab when the heat is on. Otherwise, they're a tangled mess. Another benefit is that no one will grab your wheels by mistake because they'll think it's faster to grab a naked wheel.

great tip on the wheel bags ... the mess you face with skewers and cassettes can be a nightmare. :thumb:

It sounds like at 10 sets, they start giving your wheels to whomever needs them. Otherwise only you get your wheel?

Wheel in wheel out unless they get 10+ sets in the truck then its neutral for all.... Means they dont have that much space in the truck/car.

Basically, if they declare "neutral wheels" from the start, many times they won't get any wheels, as everyone thinks that everyone else is bringing wheels. So they declare "wheels in/wheels out" and after there is enough sets on board the wheel car, they'll change it to "neutral wheels". One race, at the start line, the peloton was asked and we actually all voted to change the policy to from wheels in/wheels out to neutral wheels. Which was good because I had already used one of my spare wheels to fix a flat a couple minutes before the start.

That's a far cry from Neutral.
They should call it "free-for-all support".
