If you pause the video at about 8 seconds in, where the bike is flipped upside down, it looks like the fork is bent backwards at the crown. I think the fork had previously experienced a head-on impact (no pun intended) that weakened and/or bent it. It looks like when the rider hit the speed bump, the fork finally failed, causing the rider to catapult forward over the handlebars.
