Whats so special about these types of rims? also what companies make them? what are some of the pros and cons of them?

These types of rims use a ceramic coating on the outside of the rim where the brake pads are. The coating has been known to increase stoppiong power, but once it wears off, it is useless. I'm not sure how long it will last though. Of course, these rims are useless if you use disc brakes.
As for the compaines that make them, I only know that Mavic makes some. Not sure of specific models though.

Yes. Different brands will have ceramic coating that lasts longer. Be usre to check MTBR reviews.
