I am wanting to run a 9speed Ultegra hub on my 1972 Schwinn Paramount. The hub is spaced 130mm. With the spacer on the non drive side removed, I can insert the rear wheel and have it centered simply by lightly spreading the rear stays with my fingers. The rear is spaced aproximately 124mm. I do not want to cold set the rear.

The issue I have is that on the non-drive side, the axel protrudes past the dropout by 3-4mm. Is there a shorter axel available? If not can this one be carefuly cut to fit and not impact safety/functionality?

You can shorten the axle, be it with a grinder or hacksaw. There is also no reason why you can't spread the frame if it's steel.
