i can't figure out how to get the little guy with red hair riding a bike as my avatar. he is located in the "Smiles" list

You might have to save him onto your computer, resize using paint or another photo program, and then use that image as your avatar.

I have been trying to save the program on my system and then add it into my avatar funtion, but I can't seem to save it so it moves????

When you right-click and save as, it will save as a .gif. If you look at it in the folder on your computer, it will appear as a static image, only the browser will render it as an animated gif.

Once you upload it as your avatar, it may also only appear as a static image, as I'm not sure animated avatars are allowed.
