I was told by some one that they actually close of the road so no autos can use it from 10am to 1pm, is this true, if so do you ride it and when?

The closure was a pilot program that ended Sunday. There's an article in the News Tribune today http://www.thenewstribune.com/news/updates/story/468330.html that tells you where to go to make comments about the program.
