Alt Bike Culture - Saw weird bike today

Today I saw something weird. Could see it only for a few seconds. It looked like an ordinary bike from far away but with a weird front structure. The handlebars were mounted very high on some triangle structure. Looked like 3 pairs of 2 small dimater tubes connected fairly high making a triangle. On top of that the handlebars were mounted. It reminded me of mixte geometry but just in a different place. It's hard for me to describe this. I was going fast and saw just a glimpse of the thing.
What was that thing? Does it have a name or history or is it something entirely unique?

I can't really visualize it from the description, maybe sketch it out.
Did it look homemade or factory?

i've seen them before, mostly on older bikes, but the image above has the bars on a threadless fork, so i dunno...
maybe it was a Pedersen?

anyone got more info on this thing? that looks crazy...are those guy wires on the back end? nuts.

Interesting... Yes I think it was a Pedersen. At first I saw just another cyclist , then I noticed the handlebar were high with odd angles. When I was really scanning the thing it was already too late. I went by fast. Now it looks even weirder than I saw it earlier today
