A friend thrown this road bike away, its has sugino cranks (steel), 1020 High tensile steel sticker. Is this bike worth salvaging? I am only after the frame & fork. The bottom bracket and headset looks servicable, somebody left plenty of grease in it. The frame is rusted in spots. I have to invest in a pair of brake calipers, other than that I have most of the part laying around in the garage.
What period would this bike be?

No, unless you want a old bike to be able to park outside without worrying about theft (lock it just for kicks) or weather damage. If your going to that then I would invest just the bare bones minimum to make it function. The 1020 was the least expensive grade of steel found on a bike and was the next closest thing to pipe steel. The 1020 could be from the 80's and maybe 70's.

After a week of sanding, painting the Repco is a very smooth ride. Its wheel base is 7cm longer than the Giant OCR.
This site won't let me insert pics, saying the file is too big.
