I was going to do a race at Pinellass Park this weekend but according to the flyer (http://www.floridacycling.com/flyers/ppFlyer08.pdf) the USCF permit is pending. What exactly does that mean?

Well thank you for the vocabulary lesson.

I'm looking for the meaning in the realm of racing lingo. If they don't have a permit 2 days before a race is there any chance they get it in time?

Thank you. I appreciate the info. I've never raced before so I wasn't sure about the permitting process.
