sorry no picts, but i'll be descriptive. one of my classic cruisers is a j.c. higginns (jch) deluxe. it has no tank or rack but may not have ever had them and later style cantilever frame. i narrowed it down between 59 and 63. any ideas?

I've seen Higgins Cantilever frames from this era, not they usually did not have tanks on them (though the ones I've seen were mostly middleweights). That's not to say you couldn't have one with a tank-- their Flightliner model was a cantilever frame that DID have a partial tank and usually a carrier.

But it would not be out of line to have a Higgins Cantilever from the early 1960s without rack or carrier, with the exception of the Flightliner-- which appears to have regularly come with both.
Note that this refers to a true cantilever and not a bent bar that sort of resembles a cantilever like a Color Flo
