And when your car is parked, it makes the all the other cars think that you are a) either pulling out right that instant b) lost control of your car and driving towards them. Sweet.

I have lost count the number of times I have driven though Medford(Nexus of bad driving), Arlington(where I live) that I have seen this. Po Po too busy flagging constructions sites I guess.

it's allowed on some residential streets here. But on main streets not so much.

They ticket that in Austin. I've seen rows of cars near UT parked the wrong way with the yellow envelops on them. However, parking tickets are a big source of revenue for UT and parts of Austin, so its more of trying to get cash than anything else.

lol, I got a ticket for parking like that. It was on a very remote side street, and the ticket was issued outside of my house at 5:40AM on a Monday morning.

Not all of them carry parking ticket books apparently, although IMHO they should if they carry traffic citation books - my mother has complained on a few occasions here in Plymouth about parking on the street where she lives to an officer who just happened to be in the area, the officer told her to "call the station" and they'd send someone out to write a ticket. Some cities and towns (Boston especially) have officers dedicated solely to parking enforcement ("Meter Maids"), apparently not so in Medford or Arlington as well, from what you wrote. "Wrong Direction" parking is on the books in this state as a ticketable violation.
