I just bought a used Jamis Coda, but I did not get the tool for removing the tire and the seat, what type of wrench do I need?

You mean you want to remove the tire off the rim? or remove the wheel off the bike? Usually you just flip the quick release lever. That will loosen the wheel, then you'll probably need to unscrew the quick release even more to get past the "lawyer lips". You'll probably need to release the V-Brake noodle so the tire can clear the brake pads too (unless you got the disc brake version).

For the seat, you mean you want to remove the seat from the seatpost or remove the seatpost from the frame? If the latter, it's a quick release as well. If the former, you'll probably need a "Hex Key" or "Allen Wrench". It's a good idea to have a Hex Key set that includes 4, 5, and 6mm wrenches at the very least.

Check out some of the repair info at parktool.com and sheldonbrown.com.
The Coda is a nice bike, so make sure you dont damage it when fixing, and check out the use of quick-release levers.
