Given the indifference of current red starred members to the dubious advantages of the Titanium club (TC) I'd suggest setting up both an [optional] free transfer and a recruit-a-friend discount for the recruiter.
That is, if the red starred member [opts in to the] transfers they get a certain period (e.g., 12 months) in the TC free before being bumped back to regular, un-starred, member at the end should they not subscribe. Should the benefits of the TC prove overwhelming then I'm sure there'll be no problem with people forking out every year after that.
A Recruit-a-friend discount (for the introducer) when introducing new subscribers might also work. For example, a discount of 50% of the following year's subscription for introducing 1 new subscriber and 100% discount for the second new subscriber might also help swell the ranks. Subscription free periods may work also, i.e., the recruiter gets 3months free for the first friend, 6mo. for the second, etc.
Further, smaller, discounts to the annual subscription for serving armed forces, fire/police/ambulance, veterans, students, subscription renewal, 5 and 10 year subscriptions, etc., could also help.
Finally, $25 a year seems a little high. I'd further suggest that, given the volume of red starred members, the number of students and apparently healthy advertising revenue, somewhere between $10 and $17.50 per year would be more affordable to most members.
