Can you drill out the center of the bolt, and maybe jam something in there to pull out the remainder?

A few different ways.
1. Cut a slot in it and use a screwdriver
2. Drill it and use an easy out (screw extractor)

3. Drill the whole thing out and tap it to the next size up.
That is all I can think of.

try a grabber they do work
or try a ease out after you drill a hole into the bolt

It's hard to see what's happening there. A bolt snapped off at the head? Or? You can always just drill it out.

It's my suggestion to let it soak in penetrating oil for maybe a day or two before attempting removal. I've seen that stuff work miracles.

With a tap set, you can get that bolt out without damaging the frame or the threads that are holding the bolt. You can pick up a cheap tap set at Sears or HomeD or Lowes.

I assume the head snapped off when you were trying to remove the bolt because the bolt is corroded in place. PBblaster might free it up.

If you cannot take the remainder out cleanly--- and you have to expand the whole-- if this is for a heavy rack or panier--- If it just bugs you and you dont have to mount anything-- I would take the fork off and do some ever so gentle grinding to make it look like a racing fork and repaint the fork--
this is a fun custom job-- no holes for me.........
