Touring - Newbie need info on what bike to get!

Hello everyone! I'm very new to the cycling world and have no idea what I'm getting myself into. I am thinking of buying a bike for cycling parts of Europe, most likely Netherlands, Belgium and bringing it on train and ride it in parts of France and Italy. I am travelling on a budget and hope to get a bike for about $400-500. I don't mind if it is used. Can anyone refer me to a good website or shops preferable from Canada?

Also any essentials that I need to know? Bike frame, weight of the bike, gears?? I'm 21, female, 5'3 and weights about 105lbs. I'm from Canada and I plan on going for 1-2 months depending on how much money I have left. I will arrived in London, UK, May 12th.

I've been reading the threads but the brands suggested are costing more that I'm willing to spend. Any help would be great.

Take a look through the Touring Bike Wiki (http://www.anymouse.org/bikes.pl) they have a whole under $1000 catagory that will be a good start.
