It looks like one of those adjustable stems, like mine (the one I'm about to replace now that I know where I want my handlebars).

I'm sure it is...I used to have one of those. But I thought it only went up like 15 degrees max, not 45!

TromboneAl, that's a sweet Bottecchia. I've always want one of those. The vintage ones are really hard to find for sale around these parts eventhough I still see them on the road. I guess the owners love theirs for the same reason you love yours.
