Bicycle Mechanics - Brake clerance too close

I'm help a friend out that just bought a 2008 Specialized Roubaix Expert with Rival brakes, less than 30 miles on this bike so far. There are a number of tar and gravel roads in our area. Gravel gets caught in the front brake & heavily rubs the tire. The tire seems way too close to the brake and you can see in the underside shot, pea size gravel is grinding away at the underside of the fork. Plenty of clearance for the back brake. Any suggestions would be helpful. I would appreciate any help you can give.

You are running a tire size that is close to (or some would argue, exceeded) the design spec for tha specific brake/tire combo.

That can't be right, maybe the mount was placed incorrectly. Warranty issue, that's clearly a defect in workmanship. Let the dealer hassle with it, and take no excuses.

Side view and tire size would help.

I'd sand down the tread a bit more.

Came stock with 700x23/25s on it according to Specialized. Based solely on the picture in the OP, I would have to agree with Operator, and say that someone has put way too big of a tire on that bike. Can you tell us what size tire that is?

Tire is a stock 700x23/25, I checked, it is the tire that is supposed to be on this bike. After some more searching I've discovered it's not just his bike but all of the 2008 Roubaix Experts with Rival brakes experiencing this issue. Waiting to hear back from Specialized but from what I've found, they are replacing the entire fork. When they replace his I'll post the difference between the two. Even with a 700x20 the opening would be too small for me to be comfortable riding this bike.
