It's really too bad that people are so paranoid about backpacks, but at the same time nobody cares about purses. I always thought it would be rally hard to put stolen items in my pack when it is on my back. I would think that a handbag would be more of an issue.

When I first moved to New York City in the late '80s, it was a hassle to take a bag into a store. You'd have to check it, or they wouldn't let you in with it at all. During the '90s, for some reason, stores started doing away with their bag checks, and with most of their door goons. I suppose there were several reasons for this. Crime was declining in NYC. I suppose security & tagging systems must have gotten cheaper. But maybe they also figured out they were losing business by making it a PITA to go into a store. Most New Yorkers carry some kind of bag with them, because most are walking.
I understand that since Alaskans are driving rather than walking, they might not carry a bag around with them. But I find it hard to belive that they would have a choplifting problem that's worse than NY City's.
(And I'm not sure if I know enough to speculate on whether an Alaskan, or a New Yorker, would be more likely to be carrying a gun in his bag.)
If this happened to me on a regular basis, I would start an organization called Backpacking Bicyclists of America, Alaska Branch. I would create some letterhead and deluge one or two particular stores with savage mail threatening to boycott their businesses if this behaviour continues. Complain to the local Chamber of Commerce, write a press release for the local radio/tv stations... that kind of thing.
They'll come around.
The site required registration, so I didn't read the article. If it had to do with restricting backpacks in stores, my response would simply be to drive to the store or to find other stores with the same products. I've never had a problem bringing my backpack into a grocery store.
