I have a set of tires that have arrows for directions

<--front -- rear -->

Do this mean that both tires face the front arrow forward? or does it mean the front faces forward and then flop the tire so that on the rear tire "rear" is facing forward?

basically are the arrows from my perspective? or from the bike's?

The arrow points in the direction of the roll of the tire ... Both the same, unless otherwise noted!

In your case, point the arrow in the direction of the wheel it is attached to - they would be different.

The arrows should point in the direction of rotation for the given wheel. Front/rear refers to the front and rear wheels. Make the back opposite of the front.

No. If you are on the drive side of the bike, the front will look like this

<---rear/front--->

and the rear will look like this


<---front/rear---->

If there is a colored label on the tire, it should end up on opposite sides of the bike.
