Here is what I suggest: a high powered (100 - 800 lumens) flashlight with fast strobe capability.

UH, NO. I was just making a point I would have trouble shooting a dog.

1. An old shovel handle. Cut the last 18-24 inches from the rest of the shovel. Drill a hole and secure a cord. Swing away.
2. Buy a length of PVC pipe and two ends. At the same time buy some broom handle clamps that fit the diameter of your pipe (hint: buy pipe roughly the size of a broom handle). Cap one end, fill with sand from the other and cap that end. Secure to bike. This will give a dog quite a wallup. and if it breaks it's easy and cheap to build a new one.
These will do the job but be aware that they may injure the dog as well. If the dog is attacking then so be it but many dogs will chase just to chase and do not cross into the "bite and kill" mode of the hunt. If that is your nemesis I would consider a 'direct stream' spray repellent.

Sounds a bit heavy and a bit premeditated.
I guess that would be justifiably classified as a cosh ?

Two boxes of Snap N' Pops removed from paper, wrap contents in Saran Wrap.
Cotton Swabbing to protect it from bumps.
Store in a 35mm Film Canister (strapped to your bike).
Pop open, toss it on the ground (sounds like a shotgun).
