I was in the city and i seen a fixie with brake levers that clamped onto the tip of his bullhorn bars...they weren't inserted in but liek i said clamped around about a half inch down from the tip...where can i find these?

I believe they are TT brake levers.

maybe old metal hood style levers.
My friend runs one.
he has it facing backwards and is positioned about the same place you mention.

On my fixie I have an RL-576. They look like this (this is a 720 as I run on my road bike):

I have it in the middle of my bullhorns, but similarly could be mounted at the end if I so desire.

Well, my friend doesn't those levers. His are old drop hood levers, put onto his chopped and flipped bars, reversed. I can't find a photo right now.
