Vandevelde, Millar, Zabriskie, Hesjedal, Wiggins, Tuft, Pate, etc...

Is there a specific, publicly known reason why Garmin is totally stacking their team with awesome TTists?

They are good riders who happen to be able to put the work in on the TT rigs.

Is the TTT being added back into the Tour next year? (which would be ironic, as many people think the Tour ditched the TTT because Armstrong's teams so frequently dominated it)
