Any one know if this combination works? The Panaracers are a 700x45c.

I've seen it done. Front should be fine, but I beleive you may have to clip the side knobs on the rear. I'd get one first and try moutning it on the rear. If it works, great, get another for the front. If not, then use it as a front tire and get something slightly narrower for the rear.
