i have a gary fischer utpoia hybrid..I know its never going to be as fast as my road bike, but will lowering the handlebars get me a little fast since i'll be in a more aggressive position?

I have the same bike. The onl thing that helped was when I put some road tires on it.

so small tires would help more than droppin the bar?

Skinny tires or better yet, a complete wheelset for road.
