i want to upgrade to sram components on my road bike, but it seems sram does not make clamp-on front derailleurs in a 28.6 size. is it alright to shim a larger clamp, or will this lead to problems? do they manufacture shims for this purpose? any other solutions?

You can use pvc or an old plastic film canister, mine works fine that way

Some Shimano Front Ders come with shims so it is an accepted practice. Think I have that on one or two of my bikes.

Beer or pop can side metal is also a great material for shimming. Just sand the cut edges slightly to remove the razor edge. Samples I've used for various jobs all measured at .010 plus or minus .001 inch. If needed just wrap it twice or three times to get the thickness you need.
