I just bought a set of these crank arms and was wondering after you install the crank bolts, is there supposed to be some type of center cap that covers the nut?

Generally, yes, usually it just screws in over the nut.

My bulletproof cranks didn't come with any.

So before we get more irrelevant guesses, how about telling us what type of crank bolts you have. Did it use a 14mm socket to tighten down or a 8mm hex key?
