I am looking at a cyclocross bike that is size Large which means it has a 21.4" seat tube length, to tube of 22.4" and standover height of 32 inches. Does that sound about right for my height ? I am 5'9"

What bike are you considering?

Cross bikes tend to follow road bike convention of using metric. At first blush, top tube of 57cm seems a bit big for a 5'9" person, and I would guess the next size down would fit better.

Sizing bikes nowadays is all confusing because of sloping top tubes. So seat tube measurements are all over the map. One maker's size 55 bike might be bigger than another's 57.

"Effective top tube" is a reasonable way of comparing different bikes, I'd also suggest comparing headtube length.

It is pretty close. I am 5'8" and I prefer a bikes with a 22 inch top tube.
