I just looked at the UCI World Rankings and saw Lance Armstrong in 7th, Tyler Hamilton somewhere around 11th place and Jan Ullrich slightly below that. In this early part of the season when each of these riders are working more on fitness than place in the races they are participating, how do they rate so high? Is there a formula that is used that doesn't take winning into account?
Just curious!

the rankings go by the results of the last time the event occured. They change through the year as events pass with new results (2004 instead of 2003). For example, Armstrong still has his UCI points from the 2003 Tour until the 2004 Tour is over.
